Security Dilemma
The increase of a state’s power will alarm other states as they may feel a looming threat. Even if the measures taken are purely defensive, they may still be interpreted as hostile actions. Τhe states may respond by matching the strength or by creating coalitions against the rising state. With this in mind, the result may be a net decrease of the state’s security, as power is relative in international relations.
Η αύξηση της ισχύος ενός κράτους ενδέχεται να ανησυχήσει άλλα κράτη, εφόσον αυτά πρόκειται να αισθανθούν απειλή. Ακόμη και αν τα ληφθέντα μέτρα είναι αμιγώς αμυντικά, μπορούν να ερμηνευτούν ως επιθετικά. Τα κράτη μπορεί να απαντήσουν αυξάνοντας τη δική τους ισχύ ή δημιουργώντας συμμαχίες κατά του ανερχόμενου κράτους. Έχοντας αυτά υπόψιν, το τελικό αποτέλεσμα ενδέχεται να είναι η καθαρή μείωση της κρατικής ασφάλειας του εν λόγω κράτους, εφόσον η ισχύς στις διεθνείς σχέσεις είναι σχετική.
L’accroissement de la puissance d’un État peut alarmer d’autres États, tant qu’ils se sentent menacés. Même si les mesures prises sont purement défensives, elles peuvent être interprétées comme offensantes. Les États peuvent réagir en augmentant leur propre pouvoir ou en créant des alliances contre l’État qui monte. Ayant pris en compte ces considérations, le résultat final peut être une réduction nette de la sécurité de cet État, tant que la puissance des relations internationales est relative.
